Establishing standard protocols for EVSE grid communication or creation of public-private partnership to fund and operate EVSE infrastructure is not yet present in KSA.

Type of Fleet Used: Most of the CEP companies such as UPS, DHL and Saudi Post use four-wheelers, particularly small vans, instead of two-wheelers to deliver parcels/packages in Saudi Arabia due to the unsuitable weather conditions and infrastructure of the country.

E-Mobility Solutions: Saudi Arabia and the UAE will invest nearly $50 bn in smart city projects through 2025 and most of the smart city projects such as NEOM and SPARK in KSA have a distinct focus on e-mobility solutions for residents.

Ease of operation through fixed charging hubs: Popular markets and food and beverage pick-up points are the ideal charging / swapping hubs to keep an EV or fleet ready for both last-mile goods and food deliveries. Battery swapping at hubs would also be an option that reduces charging time.

EV Infrastructure: Infrastructure plays a major role in adoption of EVs as a sufficient number of charging stations is a prerequisite for EV diffusion. The public and private sectors are reluctant to invest in charging stations as the number of EV users is still insufficient and, conversely, potential EV users hesitate from purchasing EVs due to the insufficient number of charging stations.

Government Policy: Public Investment Fund (PIF) is considering EV-related investments abroad, King Abdulaziz City for Science & Technology (KACST) is looking into EV potential in KSA. In 2018, the state-run Saudi Electric Co signed an agreement with Japanese auto giant Nissan Motor, electricity equipment firm Takaoka Toko, and Japanese utility giant Tokyo Electric Power Co to install fast-charging stations for EVs in the kingdom.

The report titled “Future Potential Market of LEVs in Last Mile Delivery Industry in KSA – Favorable Government Policies and Better Charging Infrastructure Availability to drive the LEV Sales in KSA Market” by Ken Research suggested that the Light Electric Vehicle market is further expected to grow in the near future owing to available tax benefits and convenient usage. The advent of e-commerce, food and grocery deliveries leading to a rapid increase in demand for last-mile deliveries along with the initiatives taken by the government regarding the EV Infrastructure and Policies will increase its sale in the near future.  The market is expected to register a positive ten year CAGR of 4.0% in terms of last mile delivery fleets during the forecast period 2020-2030F.
